Military conscripts who are temporarily deemed unfit for service due to health reasons may obtain the right to travel abroad. However, this is contingent upon the duration for which their unfitness is established.

As explained by lawyer Yuri Aivazyan on the "Yuristi.UA" portal, the status of "temporarily unfit" is granted by the military medical commission (VMC) to citizens who, due to health issues, are temporarily unable to serve. This status is not indefinite and is subject to re-evaluation after a specified period by the VMC.

Who Can Cross the Border

Conscripts who are recognized as temporarily unfit for a period of 6 to 12 months have the right to leave Ukraine. During this time, they are not required to report to military units or recruitment centers, allowing them to exit the territory of Ukraine for the duration of their status.

Conversely, individuals classified as temporarily unfit for a period of up to 3 months are not permitted to travel abroad. This status necessitates a shorter review period, meaning these citizens must remain within the country for a follow-up examination.

The VMC's decision is influenced by the severity of the illness or injury that temporarily prevents the individual from fulfilling military duties.

Status Review

Temporary unfitness requires a mandatory follow-up examination, during which the VMC may:

  • extend the period of unfitness;
  • declare the individual fit for military service;
  • decide on permanent unfitness.

Previously, "Telegraph" reported on whether a man who has not served in the army can be mobilized. According to current legislation, all citizens of Ukraine who meet the age and health requirements, and who do not have valid grounds for deferment, can be mobilized. The fact that an individual lacks military experience does not hinder their mobilization.

However, in such cases, they must undergo the necessary training or retraining at specialized training centers before being sent to military units. This training lasts from several weeks to several months depending on the specialty they are acquiring.
