Which men are allowed to travel abroad in December?

Martial law and general mobilization in Ukraine have been extended until February. During this period, men aged 18 to 60 are prohibited from leaving the country, although there are citizens who, according to the law, have the right to do so.

The categories of individuals allowed to travel abroad are defined by the Resolution of the Cabinet of Ministers of Ukraine №57. The law stipulates that only specific groups of conscripts may cross the state border based on certain reasons and with the appropriate documentation.

Thus, in December the following individuals will be able to travel abroad:

  • persons with disabilities – men with confirmed disabilities of any group;
  • men raising children alone – those who have a child under 18 or are raising a child with a disability;
  • parents of many children – men with three or more minor children;
  • caregivers for persons with disabilities – men who care for close relatives with disabilities of groups I or II, or accompany them abroad;
  • parents whose children have disabilities or serious illnesses – with the appropriate documentation;
  • guardians of persons with disabilities recognized as legally incompetent by a court;
  • men exempted from military registration due to health reasons – confirmed by medical institutions;
  • men whose close relatives died in the war or are missing – with documents confirming familial ties: whose close relatives (wife, son, daughter, father, mother, siblings, etc.) died or went missing during the ATO or while resisting armed aggression against Ukraine during the martial law period.
  • military personnel who are going for treatment due to war injuries – with a conclusion about the necessity of treatment and a letter from the Ministry of Health;
  • men permanently residing abroad – with a stamp confirming their departure for permanent residence (if they are leaving for the first time) or a stamp confirming their departure for permanent residence along with a note or certificate of their status on the permanent consular register in a foreign diplomatic institution of Ukraine.

It should be noted that a work visa does not confirm permanent residence abroad.

Other citizens with the right to travel abroad:

  • drivers transporting medical cargo, humanitarian aid by road for the needs of the Armed Forces or other military formations established under the laws of Ukraine;
  • drivers of vehicles for economic entities licensed for international transport of goods and passengers by road;
  • employees of railway transport enterprises ensuring the functioning and uninterrupted operation of the railway;
  • athletes officially included in the national teams of Ukraine for Olympic, non-Olympic sports, and sports for persons with disabilities;
  • coaches of the national teams of Ukraine responsible for training athletes;
  • sports judges and support specialists, organizational, scientific-methodological, medical support, and anti-doping control for athlete training;
  • athletes, coaches included in teams of sports clubs of higher divisions for team sports, and those providing organizational, scientific-methodological, medical support;
  • male citizens of Ukraine aged 18 to 60 for work on sea vessels, inland waterway vessels as part of their crews, or for practical training on ships;
  • male citizens of Ukraine aged 18 to 60 who belong to aviation personnel, are state aviation safety inspectors or authorized individuals conducting inspections for the State Aviation Service, and employees of the State Aviation Enterprise "Ukraine", if they are sent for work (performing official duties) abroad or for simulator training;
  • students or cadets of educational institutions in Ukraine sent for practical flight training in foreign educational institutions or aviation schools;
  • citizens of Ukraine who are employees of the diplomatic service and are sent on official or long-term business trips, along with their family members who will accompany them during their long-term assignment;
  • male citizens of Ukraine aged 18 to 22 who, in full-time education, are obtaining a bachelor's degree (master's degree in medical, pharmaceutical, or veterinary fields) at higher educational institutions in Ukraine, state or communal ownership, and who participate in academic programs aimed at studying in foreign educational institutions.

Each of these categories must have the appropriate documents confirming the reason for travel, including:

  • conclusions from medical commissions or certificates from places of study;
  • official documents regarding marital status and parenthood;
  • permits for humanitarian transport, etc.
