In Ukraine, certain ear diseases prevent mobilization. Specifically, individuals with severe diagnoses can obtain the status of "unfit for military service" or a deferment from conscription.

This is regulated by the Ministry of Defense order №262 dated April 27, 2024. Men who are not mobilized include those with:

  • complete and persistent deafness in both ears or deaf-muteness;
  • bilateral severe and profound (grades 3-4) hearing impairment;
  • deafness in one ear and severe hearing loss in the other;
  • bilateral severe progressive hearing loss;
  • hearing loss with damage to central auditory pathways, accompanied by pronounced vegetative and extreme manifestations.

To receive official exemption from military service, a man with hearing issues must undergo medical examination by the military medical commission (VVK). The decision on unfitness is made by medical professionals who assess the severity of the condition and its impact on overall functionality.

It is important to note that individuals diagnosed with serious eye diseases are also granted deferments or considered completely unfit for military service. These conditions include:

  • severe anatomical defects of the eyelids, orbit, or conjunctiva resulting in significant visual or motor function impairments in both eyes;
  • acute diseases affecting all parts of the eye and its accessory structures in both eyes, with frequent exacerbations or progressive decline in visual functions (scarring, opacities, degenerative changes, cataracts, optic nerve diseases, etc.);
  • retinal detachment and rupture of any etiology in both eyes;
  • advanced glaucoma in both eyes;
  • persistent paralysis of the eye muscles with the presence of diplopia;
  • myopia or hyperopia in either eye exceeding 12.0 diopters in any meridian;
  • blindness in one or both eyes;
  • absence of one or both eyeballs.

Additionally, individuals with certain eye diseases may be mobilized into non-combat units, specifically into educational institutions, medical facilities, or support units.
