As previously wrote the Judicial and Legal Newspaper, the Cabinet of Ministers of Ukraine has clarified the procedure for reserving conscripts during martial law. Starting December 1, 2024, reservation will once again be available through the "Diia" app. One of the key changes is the requirement that to receive a reservation, an employee must have been employed at the enterprise before May 18, 2024. Those who took up their positions after this date will no longer be eligible for reserved status.

As explained on the air of "KYIV24" by MP and member of the Committee on Economic Development Bogdan Kytzak, this regulation means that for an employee to receive a reservation, they must meet several criteria.

“This means that enterprises submitting their data for reservation must not only ensure that the employee has received a salary of 20,000 hryvnias for the last three months, or that the enterprise falls under the critical status defined at the level of regional military administrations, but also that the employee must have been working there before May 18, 2024,” noted the MP.

According to Kytzak, only 50% of employees in state bodies such as the SBI, National Police, Prosecutor's Office, and NABU will be able to receive a deferment from mobilization. The Minister of Defense of Ukraine has the authority to increase this figure to 100% by a separate order.

It is also specified that the new criteria apply to both state and private enterprises. The only exception is enterprises operating in the defense industry and weapons production, for which separate reservation conditions exist.
