Ukraine has spent nearly 88 billion hryvnias on special pensions in the first nine months of 2024, and this amount may rise to 120 billion by the end of the year.

The highest pensions are received by law enforcement officers, prosecutors, and judges, whose pensions can be several times higher than those of ordinary citizens. For instance, the average disability pension for a civilian is around 4,400 UAH, while for a prosecutor it exceeds 20,000 UAH.
All of this has raised concerns as expenses increase, and cases of abuse related to inflated payments are not uncommon. To address the situation, the government is preparing a reform aimed at equalizing pensions and reducing expenses.

Additionally, two bills are being discussed in the Rada: one proposes to equalize pensions for prosecutors and ordinary citizens, while the other aims to implement a cumulative system for law enforcement and judges starting in 2026.
Moreover, the Pension Fund already owes law enforcement officers and judges 44.4 billion hryvnias, and expenses for these pensions continue to rise.
