It is noted that the meetings of the Ukraine-NATO Council are convened in Brussels at Ukraine's initiative to discuss Russia's use of a medium-range ballistic missile over the Dnipro, which Putin referred to as the experimental missile "Oreshnik," developed based on the older ICBM "Rubezh," which is a potential carrier of a nuclear warhead.
Recall that on November 21, Russia struck the Dnipro with an intercontinental ballistic missile for the first time.
