The Kyiv City Council is preparing new regulations for placing terraces and outdoor areas near restaurants, bars, and cafes. According to the proposed resolution, three categories of outdoor areas have been suggested, each with its own requirements for location and operating season.

Three Types of Outdoor Areas

Outdoor terrace – this is the standard format with tables, chairs, and umbrellas. It can operate year-round, but in certain streets, including central ones, the operating hours will be limited from April 1 to November 15.

Seasonal open area – a temporary structure under canopies or verandas. It is located outdoors but does not have a fully enclosed space.

All-season closed area – a structure made of lightweight materials that does not require a foundation is permitted to operate throughout the year.

The new regulations include a number of restrictions. In certain central streets of Kyiv, specifically on Verkhniy Val, Voznesensky Descent, Yaroslavov Val, and others, the installation of any outdoor areas will be prohibited. Additionally, all open areas must meet the following requirements:

  • Not obstruct pedestrians – terraces must leave enough space for movement.
  • Comply with architectural style – the appearance of the area should not detract from the overall style of the buildings.
  • Use natural materials – furniture must be made of wood or other natural materials.
  • Equipment restrictions – the installation of stages, grills, barbecues, or other elements that may disturb residents or impact the environment is prohibited.

These restrictions aim to make urban spaces more organized and comfortable for both visitors and residents of Kyiv. For entrepreneurs, the new requirements may pose a challenge, as they involve additional costs for setting up the areas. At the same time, adherence to the new standards will allow establishments to create aesthetic, eco-friendly, and convenient locations that align with the modern style of Kyiv.
