A new law is set to be introduced in Ukraine that will enable the punishment of employees at territorial recruitment centers (TCC) and doctors of military medical commissions (MMC) for the illegal mobilization of citizens. However, the implementation of mechanisms for sanctioning TCC and MMC workers may be delayed due to ongoing court cases involving generals and officers in Ukraine.
This was stated by Member of Parliament Alexander Fedienko during the "RanoK.LIVE" broadcast. According to him, an investigation has begun into complaints from Ukrainian citizens who were attempted to be mobilized by the TCC, despite having legitimate grounds for deferment or exemption from mobilization; in some instances, TCC representatives tried to mobilize employees of defense enterprises who were already exempt.
"When I reviewed the cases, there was one instance where a person was exempted – it was noted in the 'Oberih' registry, and a TCC employee removed the record indicating that he was exempt. As a result, he was mobilized. This is essentially a crime; it is forgery. And there are penalties for this," explained the MP.
Currently, the relevant committee must develop amendments to the legislation and establish an effective punishment mechanism. However, there is a caveat: the process of passing the bill regarding penalties for the TCC may become complicated due to the ongoing court cases against the generals.
"I think this bill will be quite difficult to advance considering the precedent regarding the trial of the respective commanders and generals. In my opinion, we need to first resolve this case to move forward in terms of increasing penalties," Fedienko concluded.
It is worth noting that a new bill has been registered in the Verkhovna Rada concerning the criminal liability of TCC employees and members of military medical commissions for violations during mobilization. Bill No. 12442 was submitted to Parliament on Monday, January 27, 2025.
Earlier, "Telegraph" reported on whether TCC employees could take military registration documents. These documents are taken to make a note regarding the passage of the military medical commission.
