Ukraine is currently undergoing a general mobilization; however, not all conscripted individuals may be called to service. Due to health conditions, some citizens may receive a status of "unfit" for military service.

According to the order of the Ministry of Defense of Ukraine No. 262 dated April 27, 2024, the grounds for exemption from mobilization may include joint, bone, and muscle diseases that cause significant impairment of bodily functions.

Grounds for exemption from mobilization may include inflammatory joint diseases and arthropathies, specifically:

  • purulent arthritis, reactive arthropathies, Reiter's disease;
  • rheumatoid arthritis, vasculitis, bursitis, Felty's syndrome;
  • crystalline, psoriatic, and enteropathic arthropathies;
  • juvenile arthritis, gout.

Individuals with systemic connective tissue diseases are also not conscripted, namely:

  • polyarteritis nodosa, necrotizing vasculopathies;
  • Wegener's granulomatosis, Takayasu syndrome;
  • systemic lupus erythematosus, dermatomyositis, systemic sclerosis;
  • Behçet's disease; Sjögren's syndrome;
  • diffuse eosinophilic fasciitis.

Other diseases and conditions that exempt individuals from mobilization include:

  • ankylosing spondylitis (severe form);
  • osteoarthritis with significant functional impairment;
  • muscle, tendon, and synovial sheath diseases;
  • osteopathies and chondropathies (osteoporosis, osteomalacia, nonunion of fractures, stress fractures, osteomyelitis, Paget's disease);
  • acquired deformations of fingers and limbs;
  • amputation of limbs (bilateral or unilateral above the upper third of the shin);
  • spinal diseases (osteochondrosis, curvature, spondylolysis, spondylolisthesis, intervertebral disc damage).

To obtain confirmation of unfitness for military service, it is necessary to undergo a military medical commission (MMC). The final decision is made based on medical conclusions and documents confirming the diagnosis.
