As previously reported by “Judicial and Legal Newspaper,” the government has ceased the operation of the “Path” system as a mechanism for crossing borders to deliver humanitarian aid.

The Ministry of Social Policy of Ukraine announced that based on data from the Automated Humanitarian Aid System (AHAS), drivers who crossed the border through the “Path” system brought less than 5% of the total amount of aid delivered to the country since the system's launch in 2024.

“However, the majority of humanitarian cargoes were brought in by drivers who are authorized to cross the border. These categories of drivers will continue to be able to bring in necessary humanitarian goods,” the ministry noted.

Furthermore, the government instructed the Ministry of Social Policy to work together with the Ministry of Defense on the issue and the necessity of creating an additional mechanism for men subject to military service to travel abroad for humanitarian cargoes.

“The Ministry of Social Policy is forming a pool of experts who will participate in addressing this issue,” the agency added.

It is worth noting that the Cabinet has amended the rules for crossing the border for carriers of medical cargo and humanitarian aid.

As reported by “Judicial and Legal Newspaper, the Cabinet revoked the authority of the Ministry of Development and military administrations to allow drivers to leave the country to meet the needs of the Armed Forces and transport “humanitarian aid.”

The State Border Guard Service explained that the essence of the changes lies in the cancellation of the provision that allowed the Ministry of Community and Territorial Development or regional or Kyiv city military administrations to make decisions regarding the departure from Ukraine of drivers transporting goods for the needs of the Armed Forces and other military formations established under the laws of Ukraine, medical cargo, and humanitarian aid by road vehicles. This provision is no longer in effect.
