The Cabinet of Ministers has discontinued the operation of the "Shlyakh" system for drivers transporting humanitarian cargo. Drivers must have alternative grounds for crossing the border, reports the Ministry of Community and Territorial Development.

The ministry reminded that on the 25th, the Cabinet approved amendments to Resolution No. 57 regarding the departure of drivers following humanitarian and medical cargo. According to these amendments, the departure of such drivers will be possible based on general grounds, rather than registration in the "Shlyakh" system.

"Therefore, drivers transporting medical and humanitarian cargo must have other grounds for crossing the border as stipulated by Resolution No. 57, since the Ministry of Community and Territorial Development and regional military administrations will not register drivers in the "Shlyakh" system," explained the Ministry of Development.

Additionally, the government has instructed the Ministry of Social Policy, which formulates policies in the area of humanitarian aid, to work with the Ministry of Defense to develop a mechanism for the departure of conscripted men for humanitarian cargo.

As a reminder, the Cabinet has changed the rules for crossing the border for carriers of medical cargo and humanitarian aid.

As reported by “Judicial and Legal Newspaper”, the Cabinet has revoked the right of the Ministry of Development and military administrations to permit the departure of drivers abroad to meet the needs of the Armed Forces and transport humanitarian aid.

The State Border Guard Service clarified that the essence of the changes lies in the repeal of the provision that allowed the Ministry of Community and Territorial Development or regional or Kyiv city military administrations to make decisions regarding the departure of drivers beyond the borders of Ukraine who were engaged in transportation for the needs of the Armed Forces, other military formations established under the laws of Ukraine, medical cargo, and humanitarian aid using road transport. This provision is no longer in effect.
