A malfunction occurred in the special database of the Ministry of Internal Affairs of Ukraine, which contains information about all offenders and evaders. This caused inconvenience for the operators of the hotline "102" and the Service Centers.
Initially, sources in the police informed "Telegraph" about this. Later, it turned out that the issue was minor.
Upd: As of 19:20, it became known that the "102" line is operating normally. Additionally, "Telegraph" was informed that the "Armor" system has not been functioning for over 7 years, but the "Information Portal of the National Police" (IPNP) is operational and has not experienced any malfunctions.
Thanks to a special electronic system, the police can quickly check if a person is a lawbreaker and obtain all relevant information about them. However, this is not the only function of the system.
Operators of the "102" hotline receive calls and enter all information into the database. However, due to inaccuracies, all offenses must be manually recorded by operators in a special log. These data will later be entered into the system.
IPNP (Information Portal of the National Police of Ukraine) is a unified information and communication system of the Ministry of Internal Affairs, integrating several dozen information subsystems, access to each of which is restricted by the authority of specific divisions.
For instance, operational staff have the most comprehensive access: search and permit systems, weapon registration.
Patrol police utilize several other subsystems related to vehicle theft, personal identification, but do not have access to information about individuals under investigation by operational units that are classified.
Registration centers (formerly MREOs) use the "Harpoon" subsystem, which, in addition to certain duplicating functions, also detects vehicle duplicates and tracks number matches.
Earlier, "Telegraph" reported that a similar malfunction was recorded about a week ago. Law enforcement officials were unable to receive and transmit calls properly.
