The Ministry of Health of Ukraine has reminded that it is implementing a new system for assessing the everyday functioning of individuals. The agency emphasizes that this is a crucial step toward establishing transparent and effective approaches to determining disability status and supporting individuals with health impairments.
Key figures of the reform:
More than 1,535 expert teams have already been formed, bringing together over 5,600 doctors – which is four times more than the composition of the Medical and Social Expert Commission (MSEC).
Expert teams operate in 296 hospitals across Ukraine, ensuring convenience and accessibility of services.
More than 1.4 million cases (including archives) are being transferred from the MSEC to the new healthcare institutions, of which over 44,000 are those that were supposed to be reviewed by the MSEC in the first quarter of 2025.
As of January 13, over 36,000 cases have already been submitted for priority review. The process of transferring MSEC archives to designated healthcare institutions is ongoing.
What should individuals who have submitted documents to the MSEC do?
- Each person awaiting review will be informed about the date, time, and location of their case review by the expert team.
- The system is still being configured, but all processes will operate normally in the near future.

As known, starting January 1, 2025, a digitized system for assessing the everyday functioning of individuals will operate based on multidisciplinary hospitals, replacing the medical-social expertise.
