The occupiers are bringing in migrants to temporarily occupied territories to alter the ethnic composition of the region and due to the locals' refusal to cooperate. This information comes from the Center for National Resistance (CNR), as reported by UNN.

It has been noted that local residents continue to refuse to work for the occupation administrations or are leaving the cities.
According to the CNR, in 2024 alone, nearly 12,000 foreign citizens and stateless persons have been registered for migration in the occupied Luhansk region. In comparison, at the end of 2023, there were approximately 3,800 such individuals.
"In effect, realizing that the local population will continue to resist, the occupiers are conducting ethnic replacement in the region. Instead of Ukrainians who are leaving or being deported by Russia, the terrorists are bringing in migrants from Central Asian countries or Russians from depressed regions of Russia," the CNR summarized.

The occupiers encourage migrants from Central Asia to move to the temporarily occupied territories of Donetsk region. Russia is attempting to change the demographic composition of the area by pushing out the Ukrainian population.
