The subsidy amount is the difference between the total cost of all utility services, considering the social standard, and the required payment amount. To determine the required payment, the average monthly total income of the household is multiplied by the mandatory payment percentage.
The mandatory payment percentage is also calculated using a formula. For this, the average monthly total income is divided by the number of family members to determine the income per person.
Then, this amount is divided by the subsistence minimum. The result is divided by 2 (the basic income coefficient for subsidy allocation), and then multiplied by 15% (the basic rate for service payments).
