A new model of social housing is set to be implemented in Ukraine, which will involve partial payments from tenants based on their income. This was reported by Tatyana Boyko, coordinator of housing and communal issues for the civil network "Opora," in an interview with "Ukrinform." The changes are driven by a shortage of social housing and an outdated Housing Code, which still promises free housing for all in need. According to the expert, the lack of cost-sharing makes such programs financially unviable for local authorities. The new draft law presented to the Verkhovna Rada outlines the basic principles of this system, including mandatory payments for housing based on income. The launch of the new model is planned for 2027, with full implementation expected by 2030. Special attention will be given to modern and accessible facilities for people with disabilities. Currently, only 1.5% of Ukrainians have access to social housing, a figure that is extremely low compared to other countries. This is due to the absence of comprehensive programs for the development of such facilities. Social housing in Ukraine is provided free of charge based on a lease agreement, but this system requires modernization.
